A.    MISSION

The Department of Student Affairs is mandated to serve as a functional commission in charge of assisting the President of Thai Nguyen University (TNU) to perform the state management mission on student affairs, political and ideological work, safety and security of students, accommodation, physical education and medical service of the university and its unit members, as delegated by the Ministry of Education and Training (MoET). Furthermore, the Department also provides assistance to the TNU President on the university’s dormitory management.

B.    FUNCTIONS

Student affairs:

• Provides enrollment policies and procedures for the incoming students; gives direction and supervises the implementation of enrolment process, including the preparation of the statistical figures and information synthesis on student enrollment, and in dealing with cases on irregularities concerning enrollment procedures;

• Supervises the implementation of medical check-up of students and collection of results; coordinates with the Health Insurance Agency, Bao Viet Insurance, in implementing the agreement policies of health insurance for students of TNU and its unit members; and conducts review and evaluation of results based on TNU standard;

• Develops plans and policies in the implementation of the “Citizens Week” for students at the beginning and ending of every academic year; and conducts review of the implementation strategies of the above work.

• Supervises and monitors the performance of ranking students of the unit members; classifies and consolidates lists of students with outstanding performances every semester or at the end of academic year, thereafter, organizes annual conferences for the presentation of awards to said exceptional students; on the other hand, the department handles disciplinary action to problem students;

• Guides, inspects and supervises the granting of scholarships, social allowances and reductions of school fees; takes charge in the distribution of scholarships funded by TNU as well as the target number for the recruitment of scholars to study abroad for unit members; then, guides the members in its implementation, and prepares evaluation reports on the effectiveness of these affairs;

• Coordinates with the Department of Training, the Center of Testing and Quality Control, and the Department of Education Inspectorate in evaluating the training and learning provided by the unit members; takes charge in providing information on the rights and obligations of students in their studies; and, provides action on students’ grievances / complaints at TNU level;

• Coordinates with the Youth Union, Student Association, and other functional departments in conducting Olympic contests of the different courses at TNU level;

• Guides and supervises the implementation of students’ regulations on dormitory or boarding house tenancy, inside and outside the university campuses; provides guidelines to the Board of Directors in developing dormitories;

• Serves as contact unit of the Provincial Police, Thai Nguyen City Police in managing students under the direction of People's Committee of Thai Nguyen Province and the MoET;

• Coordinates with the Youth Union, the Student Association and other functional departments in organizing cultural activities, arts, sports of students at TNU level; acts as a bridge in conducting  and joining such activities at the provincial and ministerial level, as well as in interacting with other domestic and foreign universities;

• Provides orientation and guidelines to the consultants of student affairs of TNU; and serves as a link with the department of student affairs of other universities;

• Guides and inspects the implementation of the regulations on reception and management of overseas students of the unit members;

• Provides necessary administrative procedures for overseas students to continue their studies at TNU member schools as introduced by the MoET;

• Supervises the procedures for graduating students and consolidates records of graduates; and, likewise, coordinates with the Department of Education Inspectorate to award graduation degree to students at all levels in the whole university;

• Develops reports and statistical forms on student affairs; supervises and inspects the implementation of such procedures to the different unit members; and

•  Submits reports to the TNU’s President and the Ministry of Education and Training.

Ideological and political work:

• Develops and implements plans to direct and inspect the unit members in providing education on politics, ideology, morality, and tradition, propaganda activities, competitions, extracurricular activities, social activities including humanitarian, charity, etc. to be reported  to the TNU President and the MoET;

• Makes plans on and guides students’ emulation movements and struggle movements against drug, crime and social evils; and serves as a key department to assist higher authorities in conducting such affairs;

• Leads and coordinates with other departments under the unit members of the university to establish TNU’s tradition office;

• Provides general regulations on the assessment of students’ practice results; guides and supervises the implementation of such regulations; monitors and evaluates the practice results and the Party work of students; and

• Manages the TNU News.

Facility protection, social order and safety:

• Assists the President in preparing written directives for the protection and care of facilities, social order and safety, and in the prevention of violence among unit members;

• Acts as the contact unit of and coordinate with the Police of Thai Nguyen Province and Thai Nguyen City in implementing the directions of the province and city on the protection and care of facilities, social order and safety of the different unit members  and its surrounding areas;

• Guides, inspects and supervises the implementation of the provisions and regulations on work protection; and coordinates with the Provincial Public Security PA83 to organize professional training for the security forces and youth vanguard; and

• Organizes annual conferences to review the protection of facilities, social order and safety of the different unit members.
