Pursuant to the Circular No. 06/2016/TT-BGDDT dated March 21, 2016 of the Minister of Education and Training promulgating the Regulation on enrollment to study abroad (Circular No. 06) and Circular No. 18/2022 /TT-BGDDT dated December 15, 2022 amending and supplementing a number of articles of Circular No. 06; Based on the quota of scholarships granted by the Government of the Russian Federation to Vietnam within the framework of the Agreement on cooperation in the field of education between Vietnam and the Russian Federation, the Ministry of Education and Training and the Russian Federation Cooperation Agency (the representative agency in Vietnam is the Center of Russian Science and Culture in Hanoi) announces the enrollment to study under the Agreement scholarship in the Russian Federation in 2023 as follows:

1. General information about the scholarship program

1.1. Number of scholarships

The Government of the Russian Federation grants 1,000 scholarships to Vietnamese citizens to train in the Russian Federation at university, master, doctoral and internship levels.

1.2. Training industry
According to the training needs of the Vietnamese side and the sectors with training strengths of the Russian Federation have been agreed by the two sides (refer to Appendix 08 attached).

1.3.  Time of training
- Bachelor's program: 04 years of study (excluding 01 year of preparatory Russian language);
- Engineer/expert program: 05 years of study (excluding 01 year of preparatory Russian language);
- Master's program: 02 years of study (excluding 01 year of preparatory Russian language);
- Doctoral program: 03-04 years (excluding 01 year of preparatory Russian language);
- Specialized internship program: from 03 to 12 months;
- Russian language internship program: 10 months;
- Medical internship: 02 years.

1.4. Scholarships
- Scholarships offered by the Government of the Russian Federation include tuition waivers for the course of study, monthly scholarships and accommodation in the dormitory at the applicable cost according to the Government's regulations. Russia.
- The Vietnamese Government's compensatory scholarships include one-way airfares, travel fees, fees for passports, visas, health insurance, and monthly living allowances according to the Government's regulations. 2.  Subjects, conditions and application documents
2.1. General conditions
Candidates should fully meet the following general conditions:
- Have good political and moral qualities; not during the period of disciplinary action or during the time being considered by the competent authority for disciplinary action;
- Health enough to study abroad. Upon admission and annually, the Russian side will organize a health check-up. In case of being found to be ill or unwell due to falsifying records to go to school, they will have to return home and bear all related expenses, including airfares and financial compensation to the State;
- Have not applied for any other scholarship program at the same time as this announcement (from the effective date of the announcement until the pre-qualification results are available);
- Commitment to complete the training program and return to serve at the sending agency or at the request of the State. Those who fail to complete the training program, drop out of school on their own, are forced out of school or after graduation do not return to the country to serve, or fail to fulfill the obligations of the scholarship grantee to compensate for training costs. under the current regulations;
- Candidates applying for university degree must register for the same field of study as the chosen one and are studying at a university or in a field that has won international or national awards; Candidates applying for a master's or doctoral degree must register for a major that is suitable to the needs of building and developing human resources of the sending agency or locality/in accordance with the job position and demand. the work of the agency or field of study graduated from the previous training level;
- Candidates are only allowed to register for 1 major and may not change their majors or training institutions in the Russian Federation after registering for admission; Please refer to the details of the fields of study and training institutions in Russia on  Education-in-russia.com ;
- Only registered to apply for a training level higher than the one with a diploma. For students who are studying for a master's or doctoral degree in the country, only if the candidate applies for a short-term internship scholarship;
- For university graduates, masters abroad not sent by the Ministry of Education and Training to study or graduate from training programs in cooperation with foreign countries in Vietnam, it is necessary to have a certificate of equivalent diploma. The certificate is issued by the Quality Management Department - Ministry of Education and Training.

Candidates are not considered for admission in the following cases:
- Having been sent by the Ministry of Education and Training to study abroad but failed to complete the course or did not make graduation reports as prescribed;
- Working at a state agency or educational institution, but there is no written consent from the direct management agency in the application file to nominate candidates;
- Has been granted a scholarship to study abroad for undergraduate/graduate studies, currently has obligations, responsibilities or is subject to training expenses;
- Have been selected to study abroad but did not attend school for personal reasons (the application period is 01 year from the date of submitting the application to withdraw from school).

2.2.  Foreign language requirements
- Candidates applying for undergraduate, master's and doctoral scholarships who do not know Russian will receive a 1-year preparatory course in Russian in the Russian Federation and must pass the Russian language test. organized by the Russian side before majoring. Candidates who have graduated from university/master's degree majoring in Russian or in Russian-language training institutions are not eligible for preparatory courses in Russian;
- For candidates applying for specialized internship scholarships, they must have a Russian language level equivalent to university or higher or have graduated from university or graduate school in Russian-speaking countries.

2.3. Subjects, specific conditions and documents for pre-qualification

2.3.1 Candidates for Government of the Russian Federation Scholarships
- Students in 12th grade, first-year students, people with bachelor's, master's, doctoral degrees who meet the requirements of the Main scholarship government of the Russian Federation.
- Priority is given to candidates who have studied in the Russian Federation or studied Russian in Vietnam or have obtained an international Russian language certificate.
- The process of submitting the application for admission shall comply with the provisions of Section 3 of this Notice.

2.3.2. Candidates who have been considered for scholarships by the Government of Vietnam
Candidates who have been considered for scholarships by the Government of the Russian Federation specified in section 2.3.1 will be considered for compensation scholarships by the Government of Vietnam if meet the following requirements:

a) University level
- Students in grade 12 include: i) have participated in the national team to participate in international and regional Olympic competitions and won gold, silver and bronze medals; participate in the national competition for excellent students, the national science and technology contest and win the first, second and third prizes; ii) have won prizes at the Russian Olympic exam organized by the Center for Science and Culture of Russia (subjects who have studied Russian), with academic results at the high school level until the end of the first semester of the school year 2022-2023, reaching from 7.0 or higher (on a 10-point scale or equivalent) and have a university entrance result in 2023 when going to school.
- First-year students of Vietnamese universities, academies, universities (centralized regular system) include: i) have participated in the national team to participate in international and regional Olympic competitions and won gold medal, silver medal, bronze medal; participate in the national competition for excellent students, the national science and technology contest and win the first, second and third prizes; ii) won the prize at the Russian Language Olympiad organized by the Center for Science and Culture of Russia (subject to learning Russian); iii) students of the armed forces; iv) students who are children of martyrs; v) Students who are nominated by the People's Committees of provinces and centrally-run cities to apply and commit to return to work after graduation, with 3 years of high school results of 7.0 or higher and semester I in the first year of university with a score of 7.0 or higher (on a scale of 10 or equivalent).

b) Master's degree
- Full-time cadres, civil servants, public employees, lecturers (with contract and working period of at least 12 months or more as of June 30, 2023, with insurance premiums) compulsory society) working at state agencies, educational institutions, having university degree, not over 40 years old (as of June 30, 2023);
- University graduates (bachelor's degree) with excellent academic results (red diploma) in the Russian Federation or excellent results in Vietnam or other countries within 12 months (up to 30/03/2018) 6/2023), not older than 35 years old (as of June 30, 2023), have not had a recruitment decision or a work contract, or a labor contract (priority is given to students who have achieved the title of ''Best 5 student'' title. ” introduced by the Central Committee of the Ho Chi Minh Communist Youth Union/Vietnamese Student Association);
- Persons who have university degrees, have good academic results or higher, are not older than 35 years old (as of June 30, 2023), are nominated by the People's Committees of the provinces and centrally-run cities to apply. and commit to return to work after graduation.

c)  Doctoral degree
- Full-time cadres, civil servants, public employees, lecturers (with contract and working period of at least 12 months or more as of June 30, 2023, with insurance premiums) compulsory society) is working in state agencies, educational institutions, holds a master's degree or graduated from university in the system of engineers/experts in the Russian Federation (according to a training program of 5 years or more). up), not more than 40 years old (as of June 30, 2023);
- Graduates of the engineering/specialist system with excellent academic results (red diploma) in the Russian Federation (under a training program of 5 years or more) within 12 months (up to 30/30/2018) 6/2023), not more than 35 years old (as of June 30, 2023), have not had a recruitment decision or a working contract or a labor contract;
- Those who graduated with a master's degree in the Russian Federation with excellent academic results (red diploma) or in Vietnam or other countries with an academic result of 8.0 or higher (on a 10-point scale or equivalent). holders) within 12 months (as of June 30, 2023), not more than 35 years of age (as of June 30, 2023), have not had a recruitment decision or a working contract or an employment contract;
- Persons with a master's degree, with a study result of 7.0 or higher (on a scale of 10 or equivalent), not older than 35 years of age (as of June 30, 2023), approved by the People's Committee of Vietnam. Provinces and cities directly under the Central Government send candidates and commit to return to work after graduation.

d) Internship in the field of
full-time civil servants, public employees and lecturers (with contracts and compulsory social insurance premiums) working at state agencies, educational institutions, having university degrees or older, have worked for at least 24 months since having the first labor contract after graduating from university, post-graduate to June 30, 2023, still old enough to work for at least 03 year from June 30, 2023.

dd) Internship in the medical specialty
Public servants, public employees, full-time lecturers (with contracts and with a minimum working period of 12 months or more as of June 30, 2023, with compulsory social insurance contributions). required) is working in state agencies, educational institutions, has a university degree or higher and graduated from the Russian Federation, not older than 40 years old (as of June 30, 2023).

e) 10 months Russian language internship
Second year students (concentrated regular system) Russian language major of universities, academies, universities in Vietnam, with 3 years of high school results from 7.0 or higher and the university score (by the end of the first semester of the academic year 2022-2023) is 7.0 or higher on a 10-point scale or equivalent, selected by the school and committed to accept and return to study after completing the course. finish a language internship in the Russian Federation. 

3. Process of submitting application for pre-qualification registration
Candidates must submit all documents online on 02 portals of the Russian side, the Vietnamese side and the paper application as prescribed in Sections 3.1, 3.2,  3.3  down here:

3.1. Apply online (online) at :  Education-in-russia.com  (See attached instructions) .
- The applicant is solely responsible for the accuracy of the information registered on  Education-in-russia.com  as well as in the declaration in Russian (анкета);
- All candidates who have registered on  Education-in-russia.com website  to study in the Russian Federation in 2023 according to the regulations of the Russian side until the end of March  20, 2023  to have the candidate number before registration. on the website  http://tuyensinh.vied.vn/ .

3.2. Submit application online  (online) at :  http://tuyensinh.vied.vn/
Candidates must scan (scan) and save the entire application to PDF files (each type of document is scanned into a separate file of its own content) no more than 1 MB) for online registration. The deadline for online registration on website http://tuyensinh.vied.vn  is until the end of March 31, 2023 .
3.3. Paper submission
Paper applications in Vietnamese and Russian languages ​​for training programs are made according to appendices 1, 2, 3, 4, 5, 6, 7 attached to this notice.
Dossier should be contained in a 25cm x 34cm profile bag, the outer side must be filled with detailed information according to the appendix specified for the application for a scholarship under the Agreement to go to the Russian Federation in 2023.
A valid application is one with all the documents specified above, submitted within the time limit specified in the Admission Notice (including online and paper applications). Late applications will only be considered for processing if the scholarship quota is still available after the application has been considered and submitted on time and the Russian Federation has agreed to carry out additional examination; The person who declares the application file incorrectly and the person who confirms it incorrectly will be handled in accordance with the law and the relevant enrollment results will be canceled. The Ministry of Education and Training does not return records under any circumstances.

4. Application deadline
Candidates transfer 02 sets of paper documents including 01 set in Vietnamese language and 01 set in official Russian language, apply for recruitment by post (send by registered courier) to the Department  . International Cooperation - Ministry of Education and Training, 35 Dai Co Viet, Hai Ba Trung District, Hanoi,  specifically as follows:
- Candidates submit 01 set of documents in Russian by the end of  March 31, 2023  (calculated) . follow the postmark to receive the dossier at the Department of International Cooperation) ;
-  Candidates submit 01 set of documents in Vietnamese by the end of  June 30, 2023  (according to the postmark received at the Department of International Cooperation).
In addition, candidates need to prepare an additional set of paper documents in Russian to bring to the Russian Federation if they are sent to study.

5. Admission process
- The Selection Council of the Ministry of Education and Training will consider candidates who have complete and valid dossiers, submit them on time according to regulations and based on the selection criteria for preliminary selection. recruiting candidates;
- The Ministry of Education and Training sends the list of pre-qualified candidates for nomination to the Russian Federation;
- Candidates nominated by the Ministry of Education and Training and approved by the Government of the Russian Federation for new scholarships are eligible for admission and will be notified, guided and handled by the Ministry of Education and Training next. to study in the Russian Federation in October 2023.

Priority is given to candidates in the following cases:
a) Persons working at state agencies, educational institutions;
b) Candidates who win international, regional and national awards and other candidates subject to priority according to current university admission regulations;
c) Candidates applying for postgraduate qualifications;
d) The candidate has many good achievements in study and training, achievements in scientific research (shown in articles published in scientific journals or reports at grassroots scientific conferences or higher and is approved by the Ministry of Science and Technology). published in conference proceedings or participated in a research project at ministerial level or higher and that topic has been accepted or applied);
dd) Candidates who are trained under the projects approved by the Prime Minister and are being implemented by the Ministry of Education and Training, meeting the requirements as prescribed by this scholarship program.
