Pursuant to the Circular No. 06/2016 / TT-BGDDT of March 21, 2016, of the Ministry of Education and Training, promulgating the Regulation on enrollment for overseas study; Pursuant to the Debt Settlement Agreement between the Government of the Russian Federation and the Government of Vietnam, the Ministry of Education and Training announces the enrollment of students in the Russian Federation in 2019 according to the following Debt Handling:

1. General information about the scholarship program

- Number of targets: 100 scholarships for Vietnamese citizens 
- Training level: Master 
- Training time: 02 years of study (not including 01 year of Russian preparatory course). 
- Training institutions of the Russian Federation are registered: Volgograd Technical University, Tomsk Polytechnic National University, Moscow National University of Aviation Studies and University Tula country. 
- Scholarship regime: Full scholarships are granted by the Government of Vietnam in accordance with current regulations, including: tuition, living expenses, health insurance and return and return flights. Funds are provided annually on the basis of training contracts with educational institutions of the Russian Federation and academic results of overseas students. The Russian Federation educational institution will pay overseas students a monthly stipend, purchase health insurance for overseas students at the current level of the Vietnamese Government.

2. Subjects, conditions and applications

2.1. General conditions 
Applicants must meet the following general conditions: 
- Having good political and moral qualities; not during the time of disciplinary action or during the period of being disciplined by a competent authority; 
- Enough health to study abroad, when entering school and annually the Russian side will organize health re-examination. In case of being found to be ill, not healthy enough due to fake records to go to school, they will have to return home and bear all related expenses, including air tickets and compensate for the State budget; 
- Have not registered any other scholarship program at the same time with this notice (since the notice takes effect until prequalification results); 
- Commit to completing the training program and returning to serve at the sending agency. Those who do not complete the training program, self-drop out of school, are forced to drop out of school or after graduating without returning to the country of service, failing to fulfill the obligations of the scholarship grantees must reimburse training expenses. under the current regulations; 
- The field of study to apply for admission must be in the same sector as the university or work in progress; 
- Candidates are only allowed to register for one field of study and must not arbitrarily change their majors or training institutions in the Russian Federation after applying for admission; details of the study and training institutions in Russia are recommended in the Appendix attached to this Notice; 
- In case of graduating university in a foreign country but not sent by the ministries or branches to study or graduate from university training programs in coordination with foreign countries, it is required to have a certificate of similar degree issued by Quality Control Department - Ministry of Education and Training; 
- Foreign language requirement: candidates who do not know Russian will be offered one year of Russian preparatory course in the Russian Federation and must pass the Russian examination held by the Russian side before studying specialization ; Applicants enrolling in English need to have an English TOEFL TOEFL of 500 points or IELTS 5.5 or higher or equivalent granted by an authorized international agency with a validity period of use or a university degree in language You are overseas. 
- Do not recruit candidates in the following cases: 
+ Having been sent to study abroad but failing to complete the course or failing to report graduation according to regulations; 
+ Working at a domestic agency but there is no written permission from the work permit agency; 
+ Has been granted a scholarship to go to university abroad, currently has obligations, responsibilities or reimbursement of training expenses; 
+ Was selected to study abroad but did not go to school because of personal reasons (the application period is 02 years from the date of application for withdrawal without going to school).

2.2. Subjects, specific conditions and applications for prequalification 
- Persons with university degrees who are good at or above, working at state agencies (payroll or contract of 12 months or more with social insurance premiums); not more than 35 years old (as of August 31, 2019), having worked for at least 06 months from the first labor contract after graduating from university (as of September 10, 2019); 
- University graduates (bachelor's degree) with excellent academic results (in red) in the Russian Federation and excellent in Vietnam within 12 months (as of July 31, 2019), yet have a recruitment decision or a work contract, a labor contract.

3. Process and time limit for submission of prequalification registration dossiers 
Applicants must submit complete online applications at the Department of International Cooperation and paper documents in accordance with 3.1, 3.2 below:

3.1. Apply online (online) at : http://tuyensinh.vied.vn/ 
Applicants must scan (scan) the entire file to PDF files (each type of scanned document is 01 separate file of no more than 01 MB) to register online before August 16, 2019

3.2. Filing paper

Candidates transfer 02 sets of paper documents (01 in Vietnamese and 01 in Russian) formally register for admission by secure courier mail to the Department of International Cooperation - Ministry of Education and Training, 35 Dai Co Viet , Hai Ba Trung district, Hanoi before August 16, 2019 . In addition, candidates should prepare an additional set of paper documents in Russian to bring to Russia if sent to study. 
The file should be in a 25cm x 34cm file bag, the outside surface must contain full details according to the appendix prescribed for the application to study in the Russian Federation under the Debt Handling Process of 2019. 
Valid dossiers are those with all the documents specified above, which are submitted within the time limit prescribed by the Admissions Notice (including online and paper records). The applicant for the application is incorrect and the wrong person will be dealt with in accordance with the law and will cancel the relevant enrollment results. The Ministry of Education and Training does not return the application and application fees under any circumstances.

No. 643 / TB-BGDDT dated July 23, 2019 and retain the Receipt for submission with paper documents.

5. Admission process

- The Ministry of Education and Training will consider applicants with full and valid applications according to regulations and based on selection criteria for prequalification of candidates; 
- The Ministry of Education and Training sends a list of candidates to be recruited to nominate for the Russian Federation; 
- The Ministry of Education and Training announces the prequalification results to candidates via email in September 2019. 
- Candidates nominated by the Ministry of Education and Training are accepted by the educational institutions of the Russian Federation to be admitted and will be notified, guided and resolved by the Ministry of Education and Training. followed to study in Russia in September 2019.
